1st Time Kegging questions

First time kegging. 2-1/2 gallon corny. Irish red ale. Have it in the keg at 12 psi for a week. I tried to tap one. I use a 5 foot party tap. I'm getting all head and no carbonation in the beer. Any suggestions?
I tried serving it at 8 pounds of pressure. Still flat.

it may take longer to fully carb at 12 psi. what is the serving temp of the beer?.

at that temp is make take 2-3 weeks to be fully carbed. Try shaking it every time you are near it to speed up the process

The other thing to think about is how full the keg is. If the beer is up high enough that it's covering the "in" dip tube, you're not going to get enough pressure over the top surface of the beer for it to carbonate in a reasonable amount of time.

This confused me pc, why would that matter, the co2 will just bubble into the beer and then absorb or escape into the headspace. I would think it would be no different than a carb stone.
