If so, what was your SG at racking to secondary? Mine was 1.022 today which I think is ok albeit a bit higher than I expected.
Yeast Starters: WLP001 for Christmas Tree IPA
Primary: Pliny the Elder, Scottish Wee Heavy
Secondary: Undead-Guy Ale
Bottled: Habanero IPA, Belgian Tripel IPA, Blind Pig, Rogue Brutal Bitter, "Island Zombie" Ale, Apple/Rasp Hard Cider

There are a few factors that can affect the gravity reading you had at transfer. What was the S.G.? High mash temp? Was the fermentation complete - any activity present? How big of starter did you have? Did you give your wort a good amount of O2?

I would say let it warm up in the secondary - to the high end of your yeast temp range. Keep the temp there for a week or so to see if the yeast starts up and finishes out. Also, how does it taste right now? Does it taste like it is done - minus the CO2? If the activity doesn't pick up and it taste OK, I would say keg/bottle it and cold store it for a while. 8)
